Linda McCoy

Linda McCoy - Chair

Linda McCoy has been involved in executive management positions in the community health and primary care sectors for more than 25 years. She was more recently Director of Community Services at the West Gippsland Healthcare Group.

Throughout her career, Linda has been involved in the development of strategic policy and has held several Ministerial-appointed roles including as a member of the final Victorian Quality Council.


LRH committees: Remuneration and Executive Performance Committee (Chair) and ex-officio for all other committees which include, Finance Committee, Audit and Risk Committee, Appointments and Scope of Practice Committee, Community Advisory Committee, Quality Committee and Population Health Committee.

Ian Gibson

Ian Gibson - Deputy Chair

Ian Gibson holds qualifications in economics, arts, public policy and management.

He has extensive experience in strategic planning, local government and governance. Ian is a board member of the West Gippsland Catchment Management Authority, a sessional member of Planning Panels Victoria and a sessional academic at Federation University.

Qualifications: Bachelor of Economics, Bachelor of Arts, Masters of Public Policy and Management.

LRH committees: Appointments and Scope of Practice Committee (Chair), Population Health Committee (Chair), Community Advisory Committee (Chair), Remuneration and Executive Performance (Member).

Leah Young

Leah Young

Leah Young has qualifications and experience in business management and governance.

She has served on the boards of Gippsland Water, Westernport Water and the former Gippsland Medicare Local. Leah is the business manager at St Paul’s Anglican Grammar School. She has also served on several of the boards' audit and risk management committees and has experience in local government, finance, corporate services and capital works development.

Qualifications: Bachelor of Business, Graduate Diploma of Business, Company Directors Course Diploma (FAICD), Governance Institute of Australia Certificate in Governance and Administration GIA (Cert).

LRH committees: Audit and Risk Committee (Chair), Remuneration and Executive Performance Committee (Member).

John Rasa

John Rasa

John Rasa was National President of the Australasian College of Health Service Management (ACHSM) and now services as Independent Director of ACHSM.

John is Director of the Edge Management Consulting and Australian Centre for Leadership Development that assisted with the delivery of the Victorian Department of Health's Clinical Leadership Program in Quality and Safety conducted by ACHSM and La Trobe University.

He served as Chair of the Box Hill Institute of TAFE for 9 years and was on the Victorian Department of Health's Bennett Committee in 2001 which reviewed Victorian nursing recruitment and retention strategies. John was previously Chief General Manager - Acute Services at Eastern Health, Box Hill Hospital CEO and Associate Professor and Sub-Dean of Health Services Management at Charles Sturt University in NSW.

Qualifications: Bachelor of Arts (Clinical Psychology), Graduate Certificate Industrial Law and Industrial Relations, Master of Health Planning, Australian Institute of Company Directors.

LRH committees: Quality Committee (Chair), Appointments and Scope of Practice Committee (Member), Population Health Committee (Member).

John Donovan

John Donovan

John Donovan is the Managing Director of AFM Investment Partners, a member of Trustee Australia’s managed funds compliance committee, a responsible manager of an Australian Financial Services Licence and a former member of the Australian Centre for Financial Studies.

John is a director of V/Line and a former director of Gippsland Water and Adminpartners.

Qualifications: Graduate Member of the Australian Institute of Company Directors, Fellow of Finsia, Fellow of the Australian Institute of Management, Certified Practicing Marketer, Associate Fellow of the Australian Marketing Institute, Associate Member of the Australasian Investor Relations Association, Master of Public Relations.
